6.1 FESTIVAL FILM SCREENING ON TELEVISION AND INTERNET
1. GENERAL PROVISIONS OF FESTIVAL
BAIQONYR International Short Film Festival (hereinafter - Festival) is annu-al, international short film festival, aimed at developing and promotion of short films of Turkic people. The festival will be held in Almaty from September 2 to 6, 2020.
The Festival сovers 4 programs:
• Primary contest (fiction and documentary international short films)
• National contest (fiction, documentary, animated short films)
• Special contest for Turkic people music video (clip makers)
• Master classes, workshops and round tables
1.1. ORGANIZERS
Turkic Film Found Public Foundation is a Festival organizer.
1.2. GOALS AND OBJECTIVES OF THE FESTIVAL
The objectives of the Primary Contest:
• Development and promotion of Turkic people short films.
• Setting up dialogue platform for Turkic people film makers.
• Conducting special contest for Turkic people musical videos
The objectives of National contest:
• Setting up platform to improve professional level of Kazakhstani film-makers
The objectives of the Festival:
• Identification and further support of talented Turkic people filmmakers
• Attracting attention of general public, media and film professionals to the Festival
• Receiving maximum number of applications for nomination in Festival contests
1.3 FESTIVAL JURY
The Festival Organizer sets up jury for international, national and special music video contest.
The jury of international, national contest and special music video contest will in-clude leading figures of art, culture, film critics, film directors, actors, producers and other representatives of world film industry and Kazakhstan film industry.
The Festival Organizer covers costs of jury members associated with accommoda-tion, travel to the Festival and back, and processing of visa invitations and consu-lar fees.
2. FESTIVAL PROGRAM
• Short films and documentaries filmed in 2019-2020 by film directors and / or producers of Turkic people, technically suitable for showing in cinemas lasting up to 30 minutes are invited to participate in the Primary contest.
• Short films, documentaries, animated films filmed in 2019-2020 by Ka-zakhstani film directors and / or Kazakhstani producers, technically suitable for showing in cinema lasting up to 30 minutes are invited to participate in the National contest.
• Music videos filmed in 2019-2020 by film directors and / or producers of Turkic people, technically suitable for showing in cinema are invited to par-ticipate in Special contest for Turkic people music videos.

Applications submitted after the deadline are not accepted by Screening commit-tee. There is no charge for filing applications.
2.2. RULES FOR PARTICIPATION IN NOMINATION
Electronic application form to attend the Festival is completed and filed on offi-cial website of the Festival.
Once the List of nominated films is announced, all nominated films are required to be sent to Festival’s office by August 20, 2020.
Films registered and / or participated in IV Baiqonyr SFF are not allowed to par-ticipate in the Festival.
Filed Festival films shall not be freely available on social networks and in stream-ing services.
The music copyright must be reserved.
If film is nominated for Festival, it needs to be provided with subtitles in English. For Films nominated for national contest, contest participants may approach “KANTAI Enterprise”, Festival’s Partner, for English translations and film subti-tles.
Each film is required to have titles: indicating full names of all project partici-pants (including persons involved), and publication date.
Producers and authors of nominated films are notified in advance by e-mail in-cluded in the application. The Festival does not pay licensing fees for screening films nominated for the contest. The decision of Screening Committee is final, may not be commented or discussed.
3. FESTIVAL AWARDS
Only one film may win in each nomination. Each participant may win in no more than two nominations.

Following the results of International Contest, the jury awards contest prize and monetary rewards in the following nominations:
• Grand Prix (statuette, winner’s diploma and 2000 US dollars)
• Best movie director (statuette, winner’s diploma and 2000 US dollars)
• Best cinematography (statuette, winner’s diploma and 2000 US dollars)
• Best screenplay (statuette, winner’s diploma and 2000 US dollars)
• Best actress (statuette, winner’s diploma and 2000 US dollars)
• Best actor (statuette, winner’s diploma and 2000 US dollars)
3.2 NATIONAL CONTEST AWARDS
Following the results of National Contest, the jury awards contest prizes and mon-etary rewards in the following nominations:
• Best picture (statuette, winner’s diploma and 3000 US dollars)
• Best documentary (statuette, winner’s diploma and 2000 US dollars)
• Best animated picture (statuette, winner’s diploma and 2000 US dol-lars)
• Best fiction film director (statuette, winner’s diploma and 1000 US dollars)
• Best fiction cinematography (statuette, winner’s diploma and $ 1,000)
• Best fiction screenplay (statuette, winner’s diploma and 1000 US dol-lars)
• Best actress (statuette, winner’s diploma and 1000 US dollars)
• Best actor (statuette, winner’s diploma and 1000 US dollars)
• Best production design (statuette, winner’s diploma and 1000 US dol-lars)
• Best film editing (statuette, winner’s diploma and 1000 US dollars)

3.3 AWARDS FOR SPECIAL CONTEST OF TURKIC PEOPLE MUSIC VIDEO
Following the results of Special Contest for Turkic people musical video, the jury awards contest prizes in the following nominations:
• Best music video
Main category - Best music video clip.
• Best director in music video clip
A music video clip with outstanding creative contribution by director. The award is given to director.
• Best cinematography in music video clip
• Best screenplay in music video clip
A music video clip focused on original story; award is given to video clip scriptwriter.
• Best production design in music video
A music video clip focused on stylization, costumes, make-up of characters and general appearance of objects in composition; The award is given to pro-duction designer or video clip designer.
• Best visual effects in music video
A music video produced using high quality, expensive technical equipment. Video consists of unusual tricks, destroying expensive property, real-time video, or using CGI graphics to create realistic video. The award is given to visual effects produc-tion designer.
• Best editing in music video clip
Music video clip with high quality modification, editing, stylistic and visual integ-rity. The award is given to video clip editing director.
3.4 SPECIAL AWARDS
In addition to the main nominations, there are also two additional nominations:
• Special jury award
• Special award from partners, sponsors of Festival
• Special award from the Festival Organizers
Special awards are not permanent prizes awarded by jury of the contest, partners and sponsors of the Festival.
Prizes are awarded with various additional nomination wordings, at discretion of the jury, for example: “Best acting group”, “For courage, bravery and originali-ty”, etc.
4. FILM SCREENING FORMAT COPIES:
• DCP (preferably and especially for nominations “Best Sound”, “Best Cine-matography”)
• HD files (Apple ProRes)
• Blu-ray discs (without menus and regional restrictions)
Requirements for contest films:
• H.264 codec (preferred)
• container - MP4, MPEG
• video resolution of at least 1920x1080
• sound frequency from 24 kHz and higher
• audio compression in videos: MP3, WAV, AAC.
Detailed technical requirements will be sent additionally to all nominated partici-pants on individual basis.
Each film is required to have titles with full names of all project participants (in-cluding persons involved), including publication date.
5. INVITATION TO THE FESTIVAL
Participants with nominated films included into program will be invited to the Festival. If the film director cannot attend the Festival, he can (upon approval by Festival Organizer) give his invitation to another member of the film crew.
The Festival sends invitations to representatives of contest films to obtain free visa and hotel accommodation for four nights. The Festival Organizer also covers the costs of the return ticket.
The Festival reserves the right to invite honored guests, participants of non-contest film screening and other programs, presenters of master classes, actors of films presented at the Festival, representatives of the media and various cultural organi-zations. Payment for accommodation and travel is negotiated and considered on case-by-case basis.
6. LEGAL ISSUES AND INTELLECTUAL PROPERTY
By filing electronic application to participate in the Festival (on Festival website), the participants confirms that the participant is copyright holder or authorized rep-resentative of the copyright holder of film and accepts all provisions of Regula-tions specified above.
If the Festival receives claims from third parties related to use of content under the Regulations, the contest participant undertakes and guarantees to Festival that the participant resolves disputes independently, at its own expense.
6.1 FILM SCREENING AT THE FESTIVAL, ON TELEVISION AND ON INTERNET
The Festival may use fragments from contest films (up to 10% of duration of film, but not more than 3 minutes) to promote the Festival on television and on Internet.
The Festival has the right to show a film nominated under contest program no more than four times during the Festival, in the following cases:
• reproduction of film to conduct the Festival;
• distribution of the film to conduct the Festival;
• public film screening to conduct the Festival;
• use movie trailer, film frames, slides and other fragments of film lasting no more than 3 minutes for publication in media and Internet to conduct the Festival.
